MCRPC is beginning a new phase of human services transportation planning for Bloomington-Normal and the rural service areas in the 5-county HSTP Region 6.

Urban Area and Rural Human Services Transportation Planning
The Human Services Transportation Plan (HSTP) works to ensure the best possible use of scarce public transportation resources, identifying goals for transit service and objectives for implementation. The plan draws together two communities – public and private providers of transportation services, and social service agencies and advocacy groups representing the riders. Some social service agencies are also transportation providers.
This program began as a federal funding initiative to make the most effective use of resources for transportation for seniors, people with disabilities and others needing paratransit service such as non-emergency medical transportation.
The Bloomington-Normal Urbanized Area Human Services Transportation Plan establishes goals and implementation recommendations to improve human services transportation in the urban area and coordinate closely with rural transportation resources, including the Illinois Department of Transportation HSTP Region 6.
MCRPC conducts planning for the Bloomington-Normal urban area through the Transportation Advisory Committee, which meets monthly. Go to the TAC page for more details and meeting information.
Rural Human Services Transportation Plan Committee
MCRPC also provides coordination and administration for the rural HSTP Region 6, a five-county area including Ford, Iroquois, Kankakee, Livingston, and McLean counties. Tasks include coordination with county transportation committees, ongoing public involvement activities, continued surveying of service providers and users, and updating of the plan document. The Region 6 Policy and Technical Joint Committee concentrates on the unique challenges for rural public transit and non-profit agency transportation programs, and focuses goals on meeting these distinct needs and effective coordination with urban area services.
The new joint rural and urban area plan will reach out through the Region 6 Joint Committee and the Bloomington-Normal and Kankakee transit providers. Updates on this new planning project will be posted here.
The Region 6 Joint Committee meets 6 times a year or as required, at the Livingston County Historic Courthouse in Pontiac, Illinois. See the Agenda page below for current information for meeting dates and times.
