Notice of Proposed Substantial Amendment to Town of Normal's Consolidated Plan

The Town is proposing two amendments to the 2015-2019 Consolidated Plan. This Consolidated Plan and its associated Community Needs Assessment (CNA) were drafted in 2014 and submitted to HUD in early 2015. Based on consultation with the representatives from HUD, review of the Consolidated Plan and CNA, and the guidelines set forth in the Citizen Participation Plan, Town Staff identified two amendments that should be made to the Consolidated Plan before its expiration. The Town will enter the fifth and final year of the Consolidated Plan on April 1, 2019.

Proposed Citizen Participation Plan Public Comment Period

As Entitlement Communities receiving annual grants on a formula basis from the United States Department of Housing and Urban Development (HUD), the City of Bloomington and Town of Normal are required to adopt a detailed Citizen Participation Plan containing policies and procedures for public involvement and stakeholder consultation in the Consolidated Plan process and the use of Community Development Block Grant (CDBG) funds.

IHDA Accepting Applications for Home Accessibility Program Round 2

IHDA is pleased to announce that we are now accepting applications for Home Accessibility Program (HAP)-Round 2. IHDA will make funds available through its Affordable Housing Trust Fund Home Accessibility Program (HAP) to applicant organizations that demonstrate a plan to assist income-qualified households (elderly with physical limitation or persons with disabilities) to facilitate necessary repairs to remain in their homes by improving accessibility and safety.
